Operational Updates
• Overview: In February 2019, WFP provided assistance to 1.2 million people in Uganda. WFP’s operations mainly focused on refugee support, with 1 million refugees receiving food and nutrition assistance. In Karamoja, WFP distributed school meals to 129,000 school going children and implemented nutrition activities for 43,000 children aged 6-59 months and pregnant and nursing women. WFP also provided trainings to 25,000 smallholder farmers on post-harvest losses reduction.
• Safe Access to Fuel and Energy (SAFE) initiative: WFP provided fuel efficient stoves to approximately 500 households (350 refugee and 150 host community). Training was also provided to ensure appropriate use of stoves. A study conducted in January 2019 indicated a 93 percent adoption rate of stoves signifying that training sessions and stove models met the needs of the population.
• Rural Access Index findings: In collaboration with the United Nations Office for Project Services (UNOPS), WFP presented the findings of the Rural Access Index (RAI) report on 20 February in Kampala. Participants included Minister of Works and Transport and the Office of Prime Minister’s Commissioner for Refugees. RAI findings revealed that a significant proportion of the population does not have access to an all-weather road within a 2 km distance or 25 min walk, i.e. 49 percent of the population in West Nile and Acholi, 65 percent of the population in Karamoja and 63 percent of the population in Western and Southern region. The findings of RAI will inform future labour intensive works in asset creation and infrastructure investments and prioritization.
• South-South cooperation: WFP Uganda and Government officials participated in the celebration of the fourth Africa day of school feeding in Abidjan, Côte d'Ivoire. The 2019 theme was “Investing in Home-Grown School Feeding (HGSF) for achieving zero hunger, sustaining inclusive education for all, including refugees, and displaced persons in Africa”.
The meeting allowed participants to take stock of progress made and exchange best practices to inform future development of HGSF programmes.
• Ebola preparedness actions: While reported cases of Ebola increased in Democratic Republic of the Congo (DRC), no Ebola case were reported in Uganda in February 2019. In February, WFP continued to provide logistics and engineering services to support Ebola preparedness actions under the leadership of the Ministry of Health. To ensure effective screening of people crossing into Uganda from DRC, WFP started construction of a screening unit at Mpondwe border in south western Uganda. Approximately 1,000 traders and refugees use the Mpondwe border point of entry per day. In partnership with National Medical Stores (NMS) and Uganda Red Cross Society (URCS), WFP also coordinated the delivery of Viral Hemorrhagic Fevers (VHF) kits to three Ebola treatment units in Ntoroko, Bundibugyo and Kasese.
